write permissioned services to .webly/run-services.edn file #39

goldly writes goldly-run-clj-services.edn but this file is now empty. something got fucked up. also, remove the logging of published services - when they are in the edn file, then this is good enough!

in goldly-test it is working. lets wait for crb-workflow and trateg to decide if this is broken or not.
