firebreath_sign_plugin fails with blank timestamp URL or blank password file #154

when firebreath_sign_plugin calls firebreath_sign_file it fails if you pass a 
blank timestamp URL or blank password file.

This seems to be some sort of syntax error in Win.cmake line 189.
