On windows it would probably be a good idea to use a message window for this so 
that we don't have to do something different when we do windowless plugins.

There is a serious flaw in TimerQueueTimers in Windows XP (they don't work at 
all). So count this as a second vote for the message window idea.

Would be cool; the real trick is to make it work on all three platforms.  We 
could do an abstraction that runs on a different thread, I suppose.
