Add ability to specify default CHARSET for all vCard values when exporting to vCard 2.1 #13

Functionality added; the value for CHARSET can be specified by the customizable variable org-vcard-default-vcard-21-character-set, which is initially set to "US-ASCII" (because vCard 2.1 specifies ASCII as its default encoding).
