the readme template needs to be different from the template readme

readme.md for this repo is instructions on how to use the template (this is the template readme)

the readme template is a template for the readme of a transport/module/utilty

I have interpreted this conversation thusly:

  1. Rename Readme.md to README.md
  2. Make README.md solely about this template repository
  3. Move the skeleton readme to Template-README.md
