recap_id is NA for some fish that are output as recaptured by the recaptured-fish script #7

Review the script and figure out why the recaptured fish table includes fish with NA in the recap_id column. All recaptured fish should have a recap_id.

The remove duplicate recap_id section was removing all recap_ids that were involved in the duplication. Fixed.
