Add Workflow actions #29

One for CI and one for publish

It doesn't look like it's picking up the new actions workflows. You should see them being run as part of this PR.

I've seen this happen before. The "fix" is to add them by going through this workflow the first time: https://github.com/pinterest/slackminion/actions/new
