Add builer to rust files - so compilation is moved to build stage

pros:

• we can know if the compilation fails before on the BUILD stage
• more visible logs
• apps can start at roughly similar times

cons:

• unsymmetric build files - now we also require the name of the binary. not a big con and can be mittigated
