Federal Fuel Foundation issues. #5523

Observed behaviour

Started a new game in the Sol system. Flew to Mexico City. Bought a Skipjack. Sold all fuel in the ship while in the station lobby. Joined the Federal Fuel Foundation, noticed the stated stock, 9563t. Filled the ship's fuel tank for free through the Federal Fuel Foundation, still 9563t in stock Still in the Federal Fuel Foundation, the plan was to fill the tank with hydrogen for hyperspace use, would only allow me to buy 38t for $86.29 ($2.27 per tonne, listed price $4.54 per tonne), despite stating 9563t still in stock. After purchasing 38t, "None for sale in this station". 9563t in stock.

My guess is the fuel foundation is getting the numbers from the commodity market, as the numbers match.

Unfortunately I think we're out of time to try to fix this before release, but I definitely broke this in the economy rework. The fuel foundation probably needs a custom trade interface anyways, as I don't think you're supposed to be able to sell fuel back to them, and we have several other issues related to economy exploits regarding buying fuel from them and selling back to the open market.
