Webmentions placement is screwed up

Webmentions aren’t shown even if comments are allowed (they should only be hidden if trackbacks/pingbacks aren’t allowed, probably).

~Also, they’re now showing up in the “leave a reply” section which is weird.~ (no longer an issue, not sure why)
