It added fees for removeOperator, redelegate, redelegateOnBehalf, unstake, unstakeOnBehalf. ABI doesn't need change but the following ares will need change:

story client CLI needs change to charge a fee for these operations.
1st party operations such as staking dashboard needs to adapt to the change to charge a fee for unstake.
3rd party operations that depend on the staking contract will need to change to charge a fee

Please regenerate ABI files according to these changes (make contract-bindings).
