packaging for python

i add the info based on @pippy360 github profile and add more python example on readme

the last step is to actually rename the python folder. on setup.py i set it up as transformation_invariant_image_search it can be change in next pr/commit

also some todo list that i want to do after this pr

• it relies fully to redis, there should be backup with sqlite
• lookup command don't save the phash result to redis
• merge with upstream and use proper name instead of python folder
• redis is using filename instead of sha256
• web interface
