This is (sort of) documented, though I should add a note to the instructions. The error is harmless, and only appears when using the Windows edition of Captivate. There are two solutions: add the files back (which bloats the package by adding two unused files) or ignore the error message.
I'll update the Read Me.
FYI - It also fails to zip up the files when it throws this error. I'm not sure if it simply fails to zip them up, or if it stops trying and there are missing files when this error is thrown. Might want to add a note about that as well.
Step 4 of the SCORM 2004 instructions (While you're in your SCORM_support folder, delete scorm_support.htm and scorm_support.swf, they won't be used anymore.) results in captivate throwing an error about these files not being present, when publishing the course.
I added them back in and then it published successfully.
