refactor testbed api, add new mount api

• Add abstract Testbed class to the main build
• Use Testbed.mount() to get a testbed instance
• Keep StageTestbed in testbed build

This makes it easier to implement testbed in different ways, and less complicated to use it.

This also allows building testbed without the main package.
