Here's a pytgtk.py example working (tested in Ubuntu 14.04, x86_64), derived 
from cef1 pygtk example.

This is the diff output:

Checking out the source code, it seems not necessary to disable plugins in 
Linux+GTK for CEF 3, because Flash plugin works fine... so I'd change this 
lines from the example I've just submitted:

            # Flash will crash app in CEF 1 on Linux, setting                    
            # plugins_disabled to True.                                          
            browserSettings={"plugins_disabled": True},

To this:
            browserSettings={},
