Bug: Election incorrectly states that vote has been received when pointlessly re-ordering candidates after candidates are determined but before election starts #170

To reproduce:

  1. Create an election
  2. Add a bunch of candidates
  3. Set the time limit for new candidates in the past, but the start of the election in the future.
  4. Re-order candidates on left side of screen.

The candidate pops back to its original position and a green popup is shown, stating the the vote was received, when in fact no votes are received from anyone at that point (which is the correct behavior).
