Create better notification integration #210

We currently have some facilities for sending e-mails to users for password resets and such, but it seems that we would be well served to create a better generic notification facility and start using it generally. There is a project associated with this task, involving all the "add notifications"-type things.

We now have a push_notifications feature. It's a major step forward, but needs some work still.
