Update README.md to archive list #230

Honestly, I'm ok with this. I'd rather this list be archived at some point and we stop trying to manually review submissions. Even though it's not fair to new people asking to be removed, I feel like we have plenty of disclaimers saying this list is inaccurate, and the hype has died down a bit.

I've been posting around telling people the list is full of false-positives, and please don't make user-facing browser extensions to search it, but at this point I think it's better to intentionally break everyone's tools by moving the txt file to a new name and archiving the repo.
