Support Manifest v3 #23

Mozilla announced that the background page is deprecated and we need to migrate to service workers on manifest v3. https://blog.mozilla.org/addons/2021/05/27/manifest-v3-update/

This addon contains an optional host permission. The optional_host_permission proposed at 1766026 - Proposal: add optional_host_permissions in mv3 looks required to migrate this addon to Manifest V3.
