Czech language problem + CSS

Hello I have problem with displaying Czech language and phpmobilizer also 
ignores my CSS, so my website is unusable. See screenshot. What should I do ?

OS : Ubuntu 14.04
Browser : Doesn't matter, still the same

chnage row 146 like this    echo mb_convert_encoding($this->html, 
'HTML-ENTITIES', "UTF-8");
