Right now the 2D IR Code uses a unique data_mods code that is not shared with the remaining spectra. Instead shift to the existing data mods and update to be consistent.

[x] Update to Use Shared Library
[x] Add any missing data to data_mods.f90 in shared
[x] Remove deprecated files

This has been corrected along with the correction to issue #2
