Admin tasks re: move to new organization/split repos

• [ ] Move remaining PRs and issues to appropriate new repos
• [ ] Turn off PR and Issue features on this repo
• [ ] Redirect moodle.org plugin entries to new repos
• [ ] Tag releases on new repos

Assigning to @pitbulk since he has admin privileges on this repo. I've been working on moving the issues and PRs.

I will Tunn off the PR and redirect moodle.org plugin entries once the new repositories are ready (and PR closed/migrated).

The subtree split doesn't pull over tags so I would imagine those need to be roped in on the new repos to match the version history.
