Improve documentation for running jobs using local scratch space #58

The documentation for how to use local scratch space for the duration of general/IO intensive jobs is somewhat hidden on https://crc-pages.pitt.edu/user-manual/slurm/batch-jobs/#input-handling.

Given the impact it can have on iX, we want to encourage users to use local scratch space for their job related file IO as much as possible.

Mkdocs material may support collapsible sections to make the page easier to digest, or a separate page can be made.
