This PR includes rewrites of the wrapper applications that ping keystone for information as well as creation of or adjustments to utility functions for making requests to keystone and Slurm.

@djperrefort The complexity increase appears to be the only thing getting in the way of the required checks completing for this PR. Do you have any recommendations for reducing the complexity?
