Optionally Disassociate Elector Name from Ballot in Results #205

As an elector I want the option to not have my name be associated with my ballot in the results of an election so that I can vote honestly without fear of reprisal.

As an election administrator I want the option to either hide or show the association of electors and their ballots in the results so that I can comply with the appropriate records rules.

As a city employee servicing an open records request for results, I do not want to have to redact the association of electors' names to their ballots so that I can get the request serviced more quickly.

I think we want this feature in both the exported JSON and in the web user interface.
