This PR...

incorporates the basic ballot parsing features proposed in #85.
returns a richer result from RankedPairsCalculator including
- Margins
- Winning Votes
- The Tie Breaking Ballot
- A Ranking of Candidates that includes Candidate Ties

This implements #71, #63 and the easy part of #66.
