Move common CLI flags into dedicated section #348

It was annoying having to update 3 separate sections when a single flag was added. The new format should also make it easier to grok the minimal required flags to build an image.

In addition, added documentation for following flags: --cache-size (this was already there, but had typo as --cache)

--service-account
--delete-additional-tag
--replace-additional-tag
--delete-env
--delete-service-binding

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

The labels on this github issue will be updated when the story is started.
