Removed Garden Run-C BOSH release and added warning #43

Removed a reference to the Garden Run-C BOSH release since it is no longer needed. Also added a warning to the PostgreSQL recommendation.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

@scottietremendous Does this Warning about

"If you are using PostgreSQL v11.1 or v11.2, set max_parallel_workers_per_gather to 0. This corrects a PostgreSQL infinite parallel query issue"

need to be copied to the 4.x Concourse docs too?

The Garden Run-C reference is already gone in the 4.x docs.

@jncd - Good catch. That warning should be applied to 4.x as well.
