Docs updated for 0.2.1 tile #6

The documentation is updated for the v0.2.1 tile. The updates include:

Updated release information
Information on new fields available in the tile configuration
Notes on using the tile with Conjur version 4
Notes on recommended policy configuration
Notes on using the Conjur Buildpack when your application must specify a buildpack
