Update docs to reflect that Alana can now update blobstore location #622

Also added fields that seemed to be missing. This is for Ops Manager 2.9.

[#170009155] Operators should be able to switch Blobstore location in Director Config in Advanced Mode

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

The labels on this github issue will be updated when the story is started.

@aryasabeti We have not yet cut v2.9, so master does not yet map to 2.9 until after the v2.8 release. I will set a reminder for myself to merge this PR after that happens.
