Update Apps Manager Metrics Link known issue #301

We found that this is actually an issue with the App Metrics 2.0.0 tile; the tile does not implement an endpoint that the Apps Manager integration relies on. App Metrics 2.0.0 should be the only version affected, the endpoint will be restored in an upcoming patch release of App Metrics.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

The labels on this github issue will be updated when the story is started.

Hi Docs, sorry to change things up on you all - we thought we knew the cause of the issue but later found that we had the source wrong. I changed the wording to say App Metrics as I believe the PCF Metrics name only applies to Metrics versions through 1.6.x, but if that's not the case feel free to switch that (and any other wording!)

I also kept the link name ambiguous, as before 2.9 the link actually says 'PCF Metrics', but figured that would be confusing in a section talking about App Metrics.
