Update Ops Manager 2.8.10 release notes #323

The feature about adding the ability to configure the system metrics feature was originally going to go out in 2.8.10, but was subsequently removed and will not go into 2.8 at all.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

The labels on this github issue will be updated when the story is started.
