fixed nsg configs. #23

With Standard SKU load balancers, you have to tie a network security group in order for a load balancer to pass traffic to it. Without this fix, an operator has to manually attach the NSG to the subnet in order for traffic to flow.

This is the fix for pivotal-cf/docs-pcf-install#421. I just assigned them based off naming, if there are other specifics, let me know and I can make modifications.
