Add release notes for v1.1.5 #110

Does anyone have any other suggestions for the Changelog? We didn't want to call out specific CVEs since they were non critical and non exploitable. Nor did we want to call out specific packages that were updated. If we do want to call out specific packages for the guidance on confluence, we can do so, but it didn't seem relevant based on the previous notes.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

The labels on this github issue will be updated when the story is started.

@clintyoshimura Again, it looks okay to me. I'm not a believer in fluff, so if it's not appropriate to give more details, then this is direct and good enough. In my opinion anyway...
