Add documentation for configuring an image registry with a custom certificate authority.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

The labels on this github issue will be updated when the story is started.

I think we also need to add the documentation on how to configure TAP to use the CA cert (Add the ca_cert_data param to the buildservice config) or at least link to the TAP documentation in a note.

I'm a bit concerned about duplicating the installation step from install.md. Could we structure this instead as an optional subsection of the values configuration section?

/cc @a-peek4 in case you have any thoughts about improving the information architecture of these docs now that the TAS Adapter configuration is getting more complicated.
