Add initial Disaster Recovery docs #40

Taking an initial pass at this to document where TAS Adapter stores state and recommend that operators take backups of the K8s cluster's etcd and the container registry they are using.

I haven't added it to the TOC yet because we are thinking of doing some restructuring of that, but I imagine this would go in a future "Reference" section.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

The labels on this github issue will be updated when the story is started.
