general ci updates + clean up root directory #123

  1. remove composed tilesheets from the root of the project, no need, we got releases and ci pushing the composed version around, quite a bit of that if you ask me
  2. improvements to ci I made in my time contributing to Erk's repo notably https://github.com/I-am-Erk/CDDA-Tilesets/pull/1670 https://github.com/I-am-Erk/CDDA-Tilesets/pull/1467 https://github.com/I-am-Erk/CDDA-Tilesets/pull/1391 tl;dr faster and cleaner code
