Re-add the visual regression tests from tailwind-config-norska #77

We moved tailwind-config-norska back into the norska monorepo, but we didn't include the backstop.js tests with it.

We should migrate the tests as well, using a (hidden) subfolder of the main documentation as a testing ground.

We won't be using backstop this time. We are trying Percy instead. We have all the pages ready to be tested and script to send them to Percy. The tests are still long to process, so we'll try to only run them on relevant releases
