Reorganize theme sections at the right time #192

Currently, we are saving all options created for customizer, and move them in a new section General. But we were doing that at the wrong time and because of that, the options created in Customizer are removed and not moved in the new section.

I have resolved that by changing the time when we are doing that.

@madalingorbanescu I've also done a little bit of long-overdue refactoring. All good on my end. Maybe you could give it another test and merge after that.
