One setting file

☝️What is it? Why do we need it?

After using a setting file and giving it a try again to use several settings files its seems the best, to use just one.

I started the pull request https://github.com/pixelpassion/django-rest-boilerplate/pull/15 once but it got outdated.

💭 Implementation details

Please look at the pull request and either make sure all the conflicts are taken care of or start over with checking on the PR files and creating one settings file
