-Contingency planner can pick up an EVENT card from anywhere from PLAYER DISCARD PILE and place it "on top of the role card"(So when clicked into the tab, if empty, give the user the option to pick an event card) ONE ACTION, DOESNT COUNT AGAINST THE HAND LIMIT
-When that card is played, it is completely removed from the game (Think it is not counted as an action, only pickup up the card is an action)
