[Bug] `TimeMultiplier` and `DuelClientTimeMultiplier` settings

Prerequisites

[x] I've read the settings.
[x] I've disabled Vsync in both the Nvidia control panel and in the settings.
[x] I've tried multiple values for TimeMultiplier (ranging from 1.9 to 30).
[x] I've restarted my computer and tried other similar troubleshooting steps.

Appreciation

First of all, I would like to thank you a lot for your awesome work. I've always dreamt of a Yu-Gi-Oh! game that can replicate the real-life card collecting experience, and the LE mod with Offline mode is just amazing. I also love how meticulously everything can be configured.

Issue

The TimeMultiplier and DuelClientTimeMultiplier settings are simply not working. All other settings work fine. I've also tried it on another computer, but the issue persists.

Unfortunately there's not much I can do as something is still enforcing vsync. The time multiplier does work when vsync is fully disabled

You can also try Cheat Engine's Enable Speedhack which should also fail due to the enforced vsync

@pixeltris thanks for you're answer, yes i turn off my intel graphic cards, launch the game, then enable it again, and the speed multiplier is working. I guess this come from intel which is forcing vsync
