Remove Version History, link to github releases instead. #265

Removes the "Version History" tab. All references to version history (/admin/product-updates) are replaced with links to the github releases page. Also removes the version in the sidebar, since this version was somewhat arbitrarily the vizier version. This removes the need for calling the aritfacts graphql endpoint, which allows us to remove that from the backend.

Can you also cleanup all the apollo/client.ts setup and apollo* npm deps.
