Fix uses of Dispatch type default generic

• The default generic for Dispatch is any which is not type safe and doesn't handle async thunks properly

Discussion

• Consider introducing lint rule to require a type (or overwrite the type to force callsite to provide)

Closed - we got this partially when bumping to react-redux 8. We'll get the rest when upgrading to RTK 2 which changes the default from AnyAction to UnknownAction
