Exception thrown for Singapore phone numbers #3

What steps will reproduce the problem?
1. Singapore Phone Numbers are in this format +(65) XXXX-XXXX
2. Due to the total digits being less than 11, the program throws an exception 
for invalid number

What is the expected output? What do you see instead?

The issue has been fixed by altering following rule at the console.

- Minimum Phone Number length = 10
