Fix Synchronise Cores

• This makes the "sync cores" feature actually do something.
• It cannot be overridden by the RDS file, since that would defeat the purpose.
• I had to fix the memory allocations for the Sync Core.
• This feature is still sort of useless, because the cores get out of sync too easily. I honestly don't know why, but it probably has to do with all of the if (CPU_Type == CPU_SyncCores) sprinkled all over.

The relevant commit has been cherry picked. I'm closing this old pull request even if more work should be done to make the sync core working again. We'll do that in another pull request;
