FM 3.0 Media IRWIN pt link glitch links to wrong fire. #40

@KeithJGw I think this is identical to an issue we saw with the Esri Living Atlas Storm Reports layer. I'll forward to the same team.

Forgot to cross-refernce the fix added to 24 from Esri as this is both #24 & #40 issue. I submitted a ticket for this [Esri Case #03397004 - Point and polygon pop-ups display data from other pop-ups intermittently] and Esri was able to reproduce it. Please pardon the long delay to relay this information. The results of their testing resulted in this solution per email August 16, 2023: "Following are the key points from our discussion, which you may relay to your team: Changing the refresh interval of the Current Wildfires and Current Perimeters to 2 minutes (or lower, if possible) has drastically reduced the data mismatches. The web map can be then used in the Instant App. This solution was recommended by one of the Esri live feed manager over a brief chat. The workaround may be first attempted on your organization, as the mismatch only affects a subsets of servers, which your organization is a part of. Hence, making changes to the organization-side app rather than making changes to the whole live feed layer may help with the mismatch. The refresh interval (2 minute) and the refresh rate (15 minutes, set by Esri) could be different. Refresh interval would be the rate at which updates are requested from the server, while the refresh rate is the rate at which the Wildfire personnel add updated information on the service." The occurrence is intermittent, however, it is very widespread. example: pop-up for a wildfire point in CA is showing data from TX, etc. Please confirm whether you are able to reproduce the same."

esri_livefeeds2 Item Owner commented 2 months ago "Looks to be a combination of how Features are cached by the Map Viewer and how often the service is updated. We are reviewing changes to the service update process that should eliminate this issue. Increasing your Layer refresh frequency should help in the mean time. Also, the Classic Map Viewer doesn't appear to have this issue if you want to try that for the time being."
