Velocity: Create a framework for aggregating windshield surveys. #172

If there are over 3,000 Counties and 19,000 Cities in the US - we need to think strategically about how we can fuse together v8 Solutions that have been deployed around the county + ad-hoc windshield surveys of varying formats.

I'd like to scope out a solution where people can register their services, especially in advance of disaster, and we can quickly pull them into a "windshield survey" feed for US&R. More details later....

This has been added to Planner as part of a large project.
