After poking around, I found that Esri changed up how the data is downloaded. For starters, you have to enable pop-ups for the SARCOP ExB. Otherwise, the download won't start, and second, you cannot have two of the same named CSV's in the downloads folder when you download. If you fix both of these, the download should work. If you still have issues, try in the FireFox browser.

Describe the bug
Clicking the Download Data button on the strategic dashboard either does nothing, spins, or fails to download data. This happens most commonly when trying to download data with an incident selected but has happened when downloading the whole dataset.
Expected Behavior
Should be able to click Download button and the dashboard should export the data in csv format, sent to downloads folder
