[BUG] - Download data from Strategic Dashboard not working properly

Describe the bug

Clicking the Download Data button on the strategic dashboard either does nothing, spins, or fails to download data. This happens most commonly when trying to download data with an incident selected but has happened when downloading the whole dataset.

Expected Behavior

Should be able to click Download button and the dashboard should export the data in csv format, sent to downloads folder

Reproduction Steps & Sample

Issue mainly exists in Chrome from my experience Chrome

• Enable pop-ups and click download: Pop-up window comes up but just spins and does not download
• Disable pop-ups and click download: nothing happens, sometimes just spins, sometimes errors out

Edge

• Enable pop-ups and click download: Data downloads as long as there is no duplicate CSV in the downloads folder. Still had some trouble downloading, usually a refresh fixed it
• Disable pop-ups and click download: Download fails

Firefox

• No issues so far with default settings

Teams like downloading data for their 214s, this bug is making it more difficult to do so

After poking around, I found that Esri changed up how the data is downloaded. For starters, you have to enable pop-ups for the SARCOP ExB. Otherwise, the download won't start, and second, you cannot have two of the same named CSV's in the downloads folder when you download. If you fix both of these, the download should work. If you still have issues, try in the FireFox browser.
