[ENH] - Intel Manager 2.0 "Deep Link" from Tactical Dashboard #275

Intel Manager 2.0 (Experience Builder)

Describe requirements

Implement a deep link logic / framework so users can click on a waypoint in the list element of Tactical Dashboard and be taken to that feature in Experience Builder for editing. NOTE: The HTML formatting can be a little tricky to encode based on our experience with Web AppBuilder.

Impact

This is an important workflow to replicate since we train them on it in Intel Manager 1.0.

@afackler please work with Kate Strube to implement this on Sandbox and then Deployment.
